City Council Approves Zoning Code Amendments for Parking Lots, Sidewalks

During their regularly scheduled meeting on May 18, Maumee City Council approved new parking lot paving regulations and temporarily tabled facade grant amendments. They were also introduced to new Maumee Police Officer Scott Keaffaber. Read on for more information.
Actions taken by Maumee City Council at Monday night’s meeting are as follows:
- Approved the closure of the 100 block of West Wayne for the Annual Parish Family Fair at St. Joe’s. The closure will take place on June 7, 2026 from 10:00 am-2:00 pm.
- Authorized a renewal of a contract with Hylant Group/Ohio Plan for property and liability insurance at the rate of $228,000.00, up 0.012% from 214,000.00 last year.
- Authorized the purchase of two new leased vehicles: a fire utility vehicle in the amount of $19,100.84 and a Streets vehicle in the amount of $18,260.43.
- Authorized the City to enter into a contract with educators Jennie Kleinfelter and Jennifer Ripmaster in the amount of $3,125.00 each for the 2026 Safety City Program.
- Approved the following road closures on the evening of July 10, 2026 for the annual Maumee Glow 5k Rec Race/Walk for the Maumee Senior Center: Holgate, 7th, and Craig Streets.
- Approved the appointment of Ted Kurt, Dave Poeppelmeier, Adam Motycka, Robert Schuester, and Aimee Mendelsohn to a new Moratorium Research Committee. Subject matters for the new committee include the current moratoriums on cannabis dispensaries, mental health establishments, and data centers. One position remains open on this committee, and the City is actively seeking a resident union representative to participate.
- Approved Resolution 015-2026, settling an outstanding agreement with Ford & AWT, LLC and Pierson-Dollar Properties, LLC in the amount of $2,862,405.72. This has to do with the TIF agreement relative to the land surrounding the Toledo Cancer Center.
- Approved Ordinance 021-2026, an ordinance amending and repealing Sections 909, 1136, and 1141 of the City of Maumee Zoning Code. Changes include but are not limited to: not needing to replace adjacent sidewalks if replacing a residential driveway, modifying the parking lot paving/seal-coating and curbing requirements, and making resurfacing a parking lot a maintenance project versus construction. Passed as an emergency.
- Approved Ordinance 022-2026, amending Ordinance 019-2026, pertaining to employee compensation. Waived three readings.
- Approved the first reading of Ordinance 024-2026. This is an ordinance to amend Chapter 965 of the Maumee Codified Ordinances. The amendment specifies that Registered [sex] Offenders are not allowed to enter or remain in any park or playground in the City of Maumee, except to attend scheduled meetings of public bodies.
- Approved Ordinance 017-2026, an amendment to portions of Chapter 927 of the sewer regulations in the Maumee Codified Ordinances. This ordinance will do two things. One, require property owners (single family residences excluded) who want to tap into the sewer system to get approval from the Public Services Director and Capital Projects Manager, who will determine if the sewer system will be adequate for the proposed use and giving the City the authority to have the property owner pay for the study. Additionally, approval of Ordinance 017-2026 will change the homeowner responsibility of the sewer lateral from the point of connection to the right of way, with the caveat that if the residential property owner is determined to be at fault for issues between the right of way and the tap, the City may assess the homeowner for the cost of repairs.
- Tabled a recommendation from the Finance and Economic Development Committee to approve the City Facade Improvement Grant Program. This was originally listed on the Consent Calendar, but Council moved to delay a vote pending an investigation by the Law Director over whether the program legally needed to be amended by ordinance or not.
